(一(yi))穩(wen)(wen)(wen)定和(he)完(wan)善宏觀(guan)經(jing)(jing)(jing)濟(ji)政(zheng)(zheng)策(ce)(ce)(ce)(ce)。堅(jian)持(chi)以新(xin)(xin)發(fa)展理(li)念引領發(fa)展,堅(jian)持(chi)穩(wen)(wen)(wen)中求(qiu)進工(gong)(gong)作總(zong)(zong)基(ji)調,適應(ying)經(jing)(jing)(jing)濟(ji)發(fa)展新(xin)(xin)常態,實行宏觀(guan)政(zheng)(zheng)策(ce)(ce)(ce)(ce)要穩(wen)(wen)(wen)、產(chan)業政(zheng)(zheng)策(ce)(ce)(ce)(ce)要準、微觀(guan)政(zheng)(zheng)策(ce)(ce)(ce)(ce)要活、改(gai)(gai)革(ge)(ge)政(zheng)(zheng)策(ce)(ce)(ce)(ce)要實、社會政(zheng)(zheng)策(ce)(ce)(ce)(ce)要托底的總(zong)(zong)體思路,把握好(hao)穩(wen)(wen)(wen)增(zeng)長(chang)與調結構(gou)(gou)的平衡(heng),保(bao)(bao)持(chi)經(jing)(jing)(jing)濟(ji)運行在合理(li)區間,著(zhu)力(li)加(jia)(jia)強(qiang)供(gong)(gong)給(gei)(gei)側(ce)結構(gou)(gou)性(xing)(xing)改(gai)(gai)革(ge)(ge),加(jia)(jia)快培育(yu)新(xin)(xin)的發(fa)展動能(neng),改(gai)(gai)造提升傳統比較優(you)勢,抓好(hao)去(qu)產(chan)能(neng)、去(qu)庫存、去(qu)杠桿、降成本(ben)、補短板,加(jia)(jia)強(qiang)民(min)(min)生保(bao)(bao)障,切實防控(kong)(kong)(kong)風險,努(nu)力(li)實現(xian)“十三五”時期經(jing)(jing)(jing)濟(ji)社會發(fa)展良好(hao)開(kai)局。國內生產(chan)總(zong)(zong)值增(zeng)長(chang)6.5%—7%,居(ju)民(min)(min)消(xiao)費價格漲幅3%左(zuo)右,進出口回穩(wen)(wen)(wen)向(xiang)好(hao),國際收支基(ji)本(ben)平衡(heng),居(ju)民(min)(min)收入增(zeng)長(chang)和(he)經(jing)(jing)(jing)濟(ji)增(zeng)長(chang)基(ji)本(ben)同(tong)步。繼續實施(shi)積極的財(cai)政(zheng)(zheng)政(zheng)(zheng)策(ce)(ce)(ce)(ce)和(he)穩(wen)(wen)(wen)健的貨幣政(zheng)(zheng)策(ce)(ce)(ce)(ce),創新(xin)(xin)宏觀(guan)調控(kong)(kong)(kong)方(fang)式,加(jia)(jia)強(qiang)區間調控(kong)(kong)(kong)、定向(xiang)調控(kong)(kong)(kong)、相(xiang)機調控(kong)(kong)(kong),統籌運用(yong)財(cai)政(zheng)(zheng)、貨幣政(zheng)(zheng)策(ce)(ce)(ce)(ce)和(he)產(chan)業、投資、價格等(deng)(deng)政(zheng)(zheng)策(ce)(ce)(ce)(ce)工(gong)(gong)具,采(cai)取結構(gou)(gou)性(xing)(xing)改(gai)(gai)革(ge)(ge)尤其是供(gong)(gong)給(gei)(gei)側(ce)結構(gou)(gou)性(xing)(xing)改(gai)(gai)革(ge)(ge)舉(ju)措,為經(jing)(jing)(jing)濟(ji)發(fa)展營(ying)造良好(hao)環境。(發(fa)展改(gai)(gai)革(ge)(ge)委牽頭,工(gong)(gong)業和(he)信息化部(bu)(bu)(bu)、民(min)(min)政(zheng)(zheng)部(bu)(bu)(bu)、財(cai)政(zheng)(zheng)部(bu)(bu)(bu)、人(ren)力(li)資源社會保(bao)(bao)障部(bu)(bu)(bu)、商務部(bu)(bu)(bu)、人(ren)民(min)(min)銀行等(deng)(deng)按職責(ze)分工(gong)(gong)負責(ze))

(二)加大力度實施積極(ji)的財政(zheng)政(zheng)策(ce)。

安排(pai)財(cai)(cai)政(zheng)赤字(zi)2.18萬億元(yuan)(yuan),比去年(nian)增(zeng)加5600億元(yuan)(yuan),赤字(zi)率提高到(dao)3%。其(qi)中(zhong),中(zhong)央財(cai)(cai)政(zheng)赤字(zi)1.4萬億元(yuan)(yuan),地方財(cai)(cai)政(zheng)赤字(zi)7800億元(yuan)(yuan)。安排(pai)地方專項債券4000億元(yuan)(yuan),繼續發行地方政(zheng)府置換債券。(財(cai)(cai)政(zheng)部牽頭,發展改革(ge)委、人民銀行等按(an)職責(ze)分工負(fu)責(ze))

適(shi)度(du)擴(kuo)大(da)(da)財政(zheng)赤字,主要用于減稅(shui)降費,進一步減輕企業(ye)(ye)(ye)負擔。全(quan)面實施(shi)營(ying)改增(zeng),從5月1日起,將(jiang)試點范(fan)(fan)圍(wei)擴(kuo)大(da)(da)到建筑業(ye)(ye)(ye)、房(fang)地產業(ye)(ye)(ye)、金融業(ye)(ye)(ye)、生活服務(wu)業(ye)(ye)(ye),并將(jiang)所(suo)有(you)企業(ye)(ye)(ye)新增(zeng)不動產所(suo)含增(zeng)值稅(shui)納入抵扣(kou)范(fan)(fan)圍(wei),確保所(suo)有(you)行業(ye)(ye)(ye)稅(shui)負只減不增(zeng)。取消違(wei)規設(she)立的(de)政(zheng)府(fu)性基金,停(ting)征(zheng)和歸并一批政(zheng)府(fu)性基金,擴(kuo)大(da)(da)水(shui)利建設(she)基金等免征(zheng)范(fan)(fan)圍(wei)。將(jiang)18項(xiang)行政(zheng)事業(ye)(ye)(ye)性收(shou)費的(de)免征(zheng)范(fan)(fan)圍(wei),從小(xiao)微企業(ye)(ye)(ye)擴(kuo)大(da)(da)到所(suo)有(you)企業(ye)(ye)(ye)和個人。適(shi)當增(zeng)加必要的(de)財政(zheng)支出和政(zheng)府(fu)投資,加大(da)(da)對民生等薄(bo)弱環節的(de)支持。創新財政(zheng)支出方式,優化財政(zheng)支出結構,應保盡保,應減盡減。(財政(zheng)部(bu)(bu)、稅(shui)務(wu)總(zong)局牽頭,發展改革委、工(gong)業(ye)(ye)(ye)和信息(xi)化部(bu)(bu)、住房(fang)城鄉建設(she)部(bu)(bu)、人民銀行等按職責分工(gong)負責)

加快(kuai)財稅(shui)體制改革。推(tui)進(jin)中(zhong)央(yang)與地(di)(di)(di)方(fang)事(shi)權和支出責(ze)任劃(hua)分(fen)改革,合理確定增值稅(shui)中(zhong)央(yang)和地(di)(di)(di)方(fang)分(fen)享(xiang)比例。把(ba)適(shi)(shi)合作為地(di)(di)(di)方(fang)收入(ru)的(de)稅(shui)種下劃(hua)給地(di)(di)(di)方(fang),在稅(shui)政(zheng)管理權限方(fang)面給地(di)(di)(di)方(fang)適(shi)(shi)當放權。進(jin)一步(bu)壓縮中(zhong)央(yang)專項轉(zhuan)移(yi)支付(fu)規模,一般性轉(zhuan)移(yi)支付(fu)規模增長12.2%。全面推(tui)開資源稅(shui)從價計征改革。依法實施稅(shui)收征管。建(jian)立規范的(de)地(di)(di)(di)方(fang)政(zheng)府舉債(zhai)融資機制,對財政(zheng)實力(li)強、債(zhai)務(wu)風(feng)險較低的(de),按法定程(cheng)序適(shi)(shi)當增加債(zhai)務(wu)限額(e)。(財政(zheng)部(bu)(bu)、稅(shui)務(wu)總(zong)局(ju)牽頭,發(fa)展改革委、國(guo)土資源部(bu)(bu)、人民銀行等(deng)按職責(ze)分(fen)工負責(ze))

(三(san))靈活適度實施穩健的貨幣政策。

廣義貨幣M2預期增(zeng)長13%左右,社會(hui)融(rong)資(zi)(zi)規(gui)模(mo)余(yu)額增(zeng)長13%左右。統籌運(yun)用(yong)公(gong)開市場操作、利率、準備金率、再貸款(kuan)等(deng)各類貨幣政策工具(ju),保持流動性合理充裕,疏通傳導機制,降低(di)融(rong)資(zi)(zi)成本,加強(qiang)對實體(ti)經(jing)濟(ji)特別是(shi)小微企業(ye)、“三農”等(deng)支持。(人(ren)民銀行牽(qian)頭,發展改革委、財政部、銀監會(hui)、證(zheng)監會(hui)、保監會(hui)等(deng)按職責分(fen)工負責)

深(shen)化金(jin)(jin)融(rong)(rong)(rong)體制(zhi)改(gai)(gai)革(ge)(ge)。加快改(gai)(gai)革(ge)(ge)完善(shan)現代(dai)金(jin)(jin)融(rong)(rong)(rong)監管(guan)體制(zhi),提高金(jin)(jin)融(rong)(rong)(rong)服(fu)務實(shi)體經(jing)濟效率(lv)(lv),實(shi)現金(jin)(jin)融(rong)(rong)(rong)風險(xian)(xian)監管(guan)全覆蓋。深(shen)化利率(lv)(lv)市場(chang)化改(gai)(gai)革(ge)(ge)。繼續完善(shan)人民幣匯率(lv)(lv)市場(chang)化形成機制(zhi),保(bao)(bao)持人民幣匯率(lv)(lv)在(zai)合理(li)均衡水平上基本(ben)穩定(ding)。深(shen)化國有商業銀行(xing)(xing)和(he)開發(fa)性、政(zheng)策性金(jin)(jin)融(rong)(rong)(rong)機構改(gai)(gai)革(ge)(ge),發(fa)展(zhan)民營(ying)銀行(xing)(xing),啟(qi)動投貸聯動試(shi)點。推(tui)進(jin)股票、債(zhai)(zhai)券市場(chang)改(gai)(gai)革(ge)(ge)和(he)法(fa)(fa)治化建(jian)(jian)設,促進(jin)多層次資(zi)(zi)本(ben)市場(chang)健(jian)康發(fa)展(zhan),提高直(zhi)接融(rong)(rong)(rong)資(zi)(zi)比重(zhong)。適時(shi)啟(qi)動“深(shen)港(gang)通”。建(jian)(jian)立巨災保(bao)(bao)險(xian)(xian)制(zhi)度。規范(fan)發(fa)展(zhan)互聯網金(jin)(jin)融(rong)(rong)(rong)。大力發(fa)展(zhan)普惠金(jin)(jin)融(rong)(rong)(rong)和(he)綠色金(jin)(jin)融(rong)(rong)(rong)。加強全口徑外(wai)債(zhai)(zhai)宏(hong)觀審慎管(guan)理(li)。扎緊制(zhi)度籠子(zi),整頓規范(fan)金(jin)(jin)融(rong)(rong)(rong)秩序,嚴厲(li)打擊金(jin)(jin)融(rong)(rong)(rong)詐騙、非法(fa)(fa)集資(zi)(zi)和(he)證(zheng)券期(qi)貨領域(yu)的違法(fa)(fa)犯罪(zui)活動,堅(jian)決守住不發(fa)生系統(tong)性區(qu)域(yu)性風險(xian)(xian)的底(di)線。(中央編辦(ban)、發(fa)展(zhan)改(gai)(gai)革(ge)(ge)委、公安部、財政(zheng)部、人民銀行(xing)(xing)、法(fa)(fa)制(zhi)辦(ban)、銀監會(hui)、證(zheng)監會(hui)、保(bao)(bao)監會(hui)、外(wai)匯局等(deng)按職責(ze)分工負(fu)責(ze))

二、加強(qiang)供給側結構性(xing)改革,增強(qiang)持續增長動力

(四)推動簡(jian)政放權、放管(guan)結(jie)合、優化服務改革(ge)向縱深發展。
